Hemisfair RFQ for Tower Park Vision and Use Plan

Hemisfair is seeking a consultant to assist with development of a vision and use plan that listens to the community, establishes use ideas, and conceptualizes a plan for creating a multi-functional urban park at Tower Park that attracts locals and is welcoming to all ages/abilities.

Our goal is that Tower Park complements the other parks while delivering a new placemaking experience to locals. In tune with the rest of Hemisfair’s parks, it needs to be high-quality, thoughtful, approachable, and contribute to making Hemisfair the place where “San Antonio Meets.”

Deliverables include, but not be limited to, the following:

  • Vision
  • Design Statement and chart of “what it is” and “what it is not”
  • Outreach plan and summary of outreach outcomes. Must include a community-wide visioning workshop and potentially results of an online survey
  • Programming bubble diagram, space plan with approximate square footages
  • List of potential partnerships, park users, neighborhood organizations and other stakeholders
  • Activity Plan or Program of Uses including daily, weekly, monthly, seasonal and annual events
  • Presentations of draft Use Program to HPARC Staff and Board members
  • Final Report including Tower Park Vision and Use Program Plan and cost estimate

Will the finalist have any input into or be able to add to the “Urban Design Manual”?

For item #1 under the information to include in the response of this RFQ, “Statement of Vision”. Does this include the definition of vision on the first paragraph of page 3, or is it a statement of why the firm would like to be a part of this project?

WE WOULD LIKE THE EFFORT TO KICK OFF IN EARLY 2019 AND CULMINATE ONCE PUBLIC INPUT IS RECEIVED AND A VISION/USE PLAN IS FINALIZED AND DELIVERED TO HPARC

Under Score Card items, please explain the difference between items #3 “Firm and individual’s Experience” and #5 “Past Visioning Experience”.

THE FIRST CRITERIA COULD BE GENERAL EXPERIENCE IN PLACEMAKING, PARK DESIGN OR PUBLIC OUTREACH; THE LATTER IS SPECIFIC TO VISIONING EXERCISES. ULTIMATELY, THE SELECTION COMMITTEE MEMBERS TO DETERMINE HOW TO MEASURE AND WEIGH THIS CATEGORY

Are there any new buildings or real estate developments in or adjacent to the Tower Park that will be considered as part of the project?

FUTURE DEVELOPMENT IS PLANNED FOR PROPERTY SURROUNDING TOWER PARK, WHICH WILL BE GUIDED BY THE HEMISFAIR EASTERN ZONE URBAN DESIGN MANUAL (FINAL DRAFT AVAILABLE DECEMBER 2018). WHILE THOSE DEVELOPMENTS ARE NOT PART OF THE SCOPE FOR TOWER PARK, PARK VISION AND USE SHOULD CONTEMPLATE THE IMPACT OF POTENTIAL SURROUNDING DEVELOPMENT.

What current structures within Tower Park that must be considered as part of the project?

ALL BUT BUILDING 277 ARE DESIGNATED HISTORIC AND SHOULD BE PROTECTED.

How long do you envision the engagement phase of the project taking? How long is the total project expected to last?

WE EXPECT THIS ASSIGNMENT TO TAKE MONTHS, NOT YEARS. SCHEDULE WILL BE ALIGNED WITH NEGOTIATED SCOPE.
